Summary
Responsible for the business unit and product line allocations for Actuals, Budget, and Forecast. Provide comprehensive financial analysis and reporting of Actuals, Forecast, and Budget for all administrative costs and allocations, including monthly and annual dashboard presentations for senior leadership. Handle oversight of monthly, quarterly, and annual membership reporting and statutory filing. Responsible for Claims Adjustment Expense quarterly allocation process, special projects, and ad-hoc analysis.


Responsibilities

  • Responsible for EH product line allocations for the monthly close, quarterly forecast, and the annual budget: build and analyze statistical driver data for accuracy, relevancy, and month over month stability. 
  • Responsible for the ownership of all allocation methodologies and processes in Oracle Cloud PCMCS, including rule building, maintenance, and documentation.
  • Responsible for managing the EH and CCI enrollment recording, reporting, and analysis. 
  • Oversee Wipro employees; ensure accuracy in the recording of enrollment to the general ledger as well as reporting. 
  • Responsible for senior management level reporting and analysis. 
  • On a quarterly and annual basis, responsible for Statutory Enrollment Reporting and filing with the state.
  • Provide end user assistance and training to ensure the continued smooth transition to the Oracle Cloud platform. 
  • Work with business/functional users and help with navigation of the general ledger module, journal entries processes, and guidance in using the OTBI querying tool.
  • Assist in the preparation and management of monthly dashboards that are provided to senior management. 
  • Responsible for the administrative expense analyses, charts and graphs.
  • Provide support and backup for other roles such as CCI and ACPNY allocations and printing and postage processes.
  • Will be brought into special projects and required to perform ad-hoc analysis as needed. 
  • Responsible for reviewing allocation results with functional area leaders; work with leaders to ensure the department by department methodology remains current and reflects activity-based costing.
  • Responsible for the Claims Adjustment Expense, which is filed with the state on a quarterly basis. 
  • On an annual basis, responsible for working with all functional business areas to confirm, adjust, and understand their departmental percentage of costs to be classified as Claims Adjustment Expense.
     
  • Bachelor’s degree in Accounting, Finance, Business, or related; Master’s preferred.
  • 4-6 years of relevant accounting experience including financial statement preparation. (R)
  • 1-2 years’ experience with Oracle Cloud Financials, with working knowledge of Oracle and Hyperion. (R)
  • Must be proficient in the financial systems that are used for the allocations and reporting (Oracle, BI, and Excel). (R)
  • Knowledge of accounting principles and internal controls and how they should be applied to Oracle Cloud Financials (R)
  • Experience with PeopleSoft Financials. (P)
  • Excellent verbal and written communication skills in both general and technical areas. (R) 
  • Proficiency with MS Office applications (Word processing, database/spreadsheet, presentation). (R)
  • Ability to effectively manage multiple tasks/projects with competing complexity levels, priorities, and deadlines. (R)
  • Ability to analyze procedures and recommend changes to remove non-value-added processes on an ongoing basis. (R)
  • Must be self-motivated, resourceful and articulate, organized and able to work well within a team environment. (R)
