Listens and resolves all employee concerns, issues and complaints.  Interacts with the unions, EmblemHealth and ACPNY management to resolve issues and grievances.  Advise management concerning disciplinary issues.  Work with functional areas/departments to ensure implementation of policies, processes, and procedures.  Plans and manages projects to ensure that goals and objectives of the project are accomplished within prescribed timeframes with the assistance of team members and collaborative partners.

Responsibilities:
  • Conducts investigations and grievances, gathers information and takes appropriate actions to resolve conflicts in accordance with EEO guidelines, NYS labor laws and EmblemHealth/ACPNY’s policies and procedures.
  • Oversees the disciplinary process up to and including terminations, exit interviews, and handling employee complaints with satisfactory resolution to all parties involved and works with union leadership on disciplinary actions and grievance resolution.
  • Provide coaching, guidance and direction to EmblemHealth management and ACPNY Medical office leadership to address address/resolve labor relations/performance issues.
  • Provide advice on the interpretation and application of the collective bargaining agreements, the NLRA and HR policies.
  • Create materials that update and inform management on pertinent workforce issues and concerns.
  • Create and conduct seminars to provide knowledge on operating in a union environment for EH/ACPNY management.
  • Manage layoff and recall list process in accordance with collective bargaining agreements.
  • Design and implement Labor Relations metrics methodologies and advocate proactive and strategic disciplines in decision making.
  • Travel to various sites as required.
Qualifications:
  • Bachelor’s Degree in Human Resources, Business or a related field
  • 5 - 8 years of relevant experience in a responsible Human Resources capacity with exposure to a union environment required
  • Familiar with Federal and New York state labor laws, EEO, Americans with Disabilities Act, etc., required
  • Excellent customer service skills with a high degree of timely problem resolution required
  • Proficient in Microsoft Office, including Word, Excel, PowerPoint, etc., required
