Responsible for planning, organizing, managing, monitoring, coordinating and integrating the ongoing development, maintenance and implementation of EmblemHealth business continuity plans to include those linking and integrating those plans required from the IT services and BPaaS services partner, Cognizant.  Provide governance and oversight of the global Cognizant BC and DR plans supporting EmblemHealth. Responsible for Oversight of Cognizant’s delivery of all Infrastructure services to EmblemHealth and Connecticare, including Cloud, Network, Telephony, Virtualization and storage. Monitor Infrastructure Service levels of the delivery of the contract; implement corrections to design or delivery as required. Manage the implementation and day-to-day functions related to facilitating, coordinating and assisting EmblemHealth business area in developing and maintaining their Business Continuity Recovery Plans and Procedures. Monitor and ensure compliance with State and Federal regulations specific to business continuity and recovery. Interface with senior management and regulatory auditors while implementing and supporting the services. Provide oversight and consulting services to EmblemHealth subsidiaries, ACPNY and CCI related to their planning for BCP and Disaster Recovery.

 
Responsibilities:
  • Lead and manage the planning, organizing, development, monitoring, coordinating and integration of the EmblemHealth business continuity plans, IT vendor disaster recovery plans, and the external vendor BPaaS business recovery plans.

  • Work directly with Cognizant to deliver appropriate infrastructure designs and services for the EmblemHealth family of companies.

  • Ensure maintenance of the plans through annual review and business recovery officer updates as changes take place. 

  • Lead the periodic and comprehensive assessment to ascertain the programs’ effectiveness.

  • Lead and manage the effort for planning and performing annual business recovery testing as required by State and Federal Authorities.

  • Provide governance and oversight for IT and BPaaS vendor recovery services; ensure integration with the overall EmblemHealth business continuity recovery plan; validate and report on the effectiveness of vendor recovery plans.

  • Manage, guide, direct, and mentor analysts; facilitate the development of business unit recovery plans by each of the EmblemHealth business recovery officers.  

  • Review and reconcile recovery plans.

  • Lead the effort to provide training to business unit staff to ensure ongoing awareness of continuity necessity and practices; provide reports to management on status of plans and preparations.

  • Develop and perform bi-monthly Senior Executive presentations regarding Business Continuity status and effectiveness.

  • Coordinate and respond to all Federal and State requests for business continuity plans. 

  • Responsible for leading, coordinating and responding to the annual Pandemic Flu Response Questionnaire.

Qualifications:
  • Bachelor’s Degree in Computer Science, Information Systems, or related field

  • Professional certifications in DR/BC preferred

  • 10+ years technical experience in Disaster Recovery and Business Continuity with multiple Data Centers (R)

  • 10+ years in delivering Infrastructure services in a commercial or Government setting (R)

  • Additional years of experience /specialized certifications/training may be considered in lieu of educational requirements (R)

  • Extensive experience with all aspects of Disaster Recovery including Data Center recovery and Workplace recovery strategy, planning and recovery (R)

  • Demonstrated experience conducting and implementing Business Impact Analysis (BIA) and Risk Assessment and perform gap analysis to meet objectives (R)

  • Excellent communication skills (verbal, written, presentation, interpersonal) (R)

  • Proven organizational and project management skills; and the ability to deliver successfully on multiple large-scale projects with competing deadlines (R)

  • Ability to influence others and move toward a common vision or goal (R)
